It is the oldest <a class=\"mw-redirect\" title=\"Preferential trade agreement\" href=\"https:\/\/en.wikipedia.org\/wiki\/Preferential_trade_agreement\" target=\"_blank\" rel=\"noopener\">preferential trade agreement<\/a> between countries in the Asia-Pacific region. Seven Participating States- Bangladesh, China, India, Lao PDR, Mongolia,Republic of Korea, and Sri Lanka are the parties to the APTA. The APTA pact does occupy market for 2921.2 million people [2] and the size of this big market accounts US$14615.86 billion in terms of Gross Domestic Product (GDP) in the Fiscal Year (FY) 2015-2016.<sup id=\"cite_ref-3\" class=\"reference\"><\/sup><a class=\"external text\" href=\"http:\/\/www.textiletoday.com.bd\/bangladesh-rmgs-achievements-from-apta\/\" rel=\"nofollow noopener\" target=\"_blank\">APTA\u2019s key objective<\/a> is to hasten <a title=\"Economic development\" href=\"https:\/\/en.wikipedia.org\/wiki\/Economic_development\" target=\"_blank\" rel=\"noopener\">economic development<\/a> among the seven participating states opting trade and investment liberalization measures that will contribute to intra-regional trade and economic strengthening through the coverage of merchandise goods and services, synchronized investment regime and free flow of technology transfer making all the Participating States to be in equally winsome situation Its aim is to promote economic development and cooperation through the adoption of <a class=\"mw-redirect\" title=\"Trade liberalization\" href=\"https:\/\/en.wikipedia.org\/wiki\/Trade_liberalization\" target=\"_blank\" rel=\"noopener\">trade liberalization<\/a> measures. APTA is open to all members of the <b><a title=\"United Nations Economic and Social Commission for Asia and the Pacific\" href=\"https:\/\/en.wikipedia.org\/wiki\/United_Nations_Economic_and_Social_Commission_for_Asia_and_the_Pacific\" target=\"_blank\" rel=\"noopener\">United Nations Economic and Social Commission for Asia and the Pacific<\/a><\/b>, which serves as the APTA Secretariat. This Round aims to widen the coverage of preferences to at least 50 per cent of the number of tariff lines of each member, and at least 20-25 per cent the value of bilateral trade. It also aims to provide a tariff concession of at least 50 per cent (on average).<\/p>\n<h3><span id=\"Framework_Agreement\" class=\"mw-headline\">Framework Agreement<\/span><\/h3>\n<p>The Fourth Round of negotiations is extending into areas beyond the traditional tariff concessions in order to deepen trade cooperation and integration. APTA members are currently negotiating three framework agreements on trade facilitation, trade in services, and investments. In addition, APTA members are exchanging information on non-tariff measures.<\/p>\n<h2><span id=\"Institutional_arrangements\" class=\"mw-headline\">Institutional arrangements<\/span><\/h2>\n<ul>\n<li><b>Ministerial Council<\/b>: The Ministerial Council represents the highest decision-making authority. It provides overall policy direction for the future negotiating agenda of the Agreement, as well as supervision and coordination of the implementation of the Agreement. The Council meets at least once every two years, with the First Session held on 2 November 2005 in <a title=\"Beijing\" href=\"https:\/\/en.wikipedia.org\/wiki\/Beijing\" target=\"_blank\" rel=\"noopener\">Beijing<\/a>, <a title=\"China\" href=\"https:\/\/en.wikipedia.org\/wiki\/China\" target=\"_blank\" rel=\"noopener\">China<\/a>, and the Second Session held on 26 October 2007 in <a title=\"Goa\" href=\"https:\/\/en.wikipedia.org\/wiki\/Goa\" target=\"_blank\" rel=\"noopener\">Goa<\/a>, <a title=\"India\" href=\"https:\/\/en.wikipedia.org\/wiki\/India\" target=\"_blank\" rel=\"noopener\">India<\/a>. The Third Session will be held on 22 October 2009 in <a title=\"Seoul\" href=\"https:\/\/en.wikipedia.org\/wiki\/Seoul\" target=\"_blank\" rel=\"noopener\">Seoul<\/a>, <a class=\"mw-redirect\" title=\"Republic of Korea\" href=\"https:\/\/en.wikipedia.org\/wiki\/Republic_of_Korea\" target=\"_blank\" rel=\"noopener\">Republic of Korea<\/a>.<\/li>\n<li><b>Standing Committee<\/b>: APTA is administered by a Standing Committee.
