Headlines labeled Venezuela a <em>narco-state<\/em>, a <em>criminal regime<\/em>, and a <em>drug threat to the United States<\/em>.<\/p>\n\n\n\n<p>At the same time, alternative media offered a different explanation: <em>oil<\/em>.<\/p>\n\n\n\n<p>Both narratives appear logical.<br>Both are incomplete.<\/p>\n\n\n\n<p>Because Venezuela is not a story about morality.<br>It is a story about <strong>power<\/strong>.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-the-question-that-exposes-the-crack\">The Question That Exposes the Crack<\/h2>\n\n\n\n<p>If Venezuela truly posed a drug threat to the United States, one question immediately destabilizes the narrative:<\/p>\n\n\n\n<p><strong>Why was it tolerated for decades?<\/strong><\/p>\n\n\n\n<p>Drug routes did not emerge overnight.<br>Corruption did not begin with Maduro.<br>Trafficking networks did not suddenly appear in the 2010s.<\/p>\n\n\n\n<p>To answer this question, one must understand how Latin America became what it is today\u2014a region shaped less by internal failure and more by external design.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-how-power-actually-thinks\">How Power Actually Thinks<\/h2>\n\n\n\n<p>Organizations like the <strong>Central Intelligence Agency<\/strong> do not operate on moral questions.<\/p>\n\n\n\n<p>They do not ask, <em>\u201cIs this right?\u201d<\/em><br>They ask, <em>\u201cIs this useful?\u201d<\/em><\/p>\n\n\n\n<p>During the Cold War and its aftermath, Latin America offered ideal conditions for influence:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Long coastlines<\/li>\n\n\n\n<li>Dense jungles<\/li>\n\n\n\n<li>Fragmented political authority<\/li>\n\n\n\n<li>Weak institutions<\/li>\n<\/ul>\n\n\n\n<p>These were not accidental weaknesses. They were strategic advantages.<\/p>\n\n\n\n<p>Drugs were never just drugs.<br>They were <strong>infrastructure<\/strong>.<\/p>\n\n\n\n<p>A supply chain.<br>A financial instrument.<br>A logistics network.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-drugs-as-a-system-not-a-crime\">Drugs as a System, Not a Crime<\/h2>\n\n\n\n<p>In this system:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Producers were replaceable<\/li>\n\n\n\n<li>Transit routes were strategic<\/li>\n\n\n\n<li>Distribution markets were sacred<\/li>\n<\/ul>\n\n\n\n<p>Latin America absorbed the violence.<br>The United States and Europe absorbed the profits.<\/p>\n\n\n\n<p>For intelligence agencies, predictable corruption was preferable to chaos. Fragmented power was safer than sovereignty. Control mattered more than order.<\/p>\n\n\n\n<p>This system was not hidden. It was <strong>managed<\/strong>.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-training-loyalty-not-law\">Training Loyalty, Not Law<\/h2>\n\n\n\n<p>One of the pillars of this structure was the <strong>School of the Americas<\/strong>.<\/p>\n\n\n\n<p>Officially, it was a military training academy.<br>Unofficially, it functioned as a geopolitical factory.<\/p>\n\n\n\n<p>More than 60,000 Latin American officers passed through its classrooms. They were trained to be aligned\u2014not independent. They were not trained to dismantle drug networks.
